National News: India Launches First-Ever Fully Digital Census

1. A Historic Start

On April 1, 2026, India officially commenced its first-ever digital census, a massive exercise to count over 1.4 billion people. To mark this occasion, President Droupadi Murmu and Prime Minister Narendra Modi were among the first citizens to participate by using the Self-Enumeration (SE) portal. The Prime Minister shared his experience on 'X' (formerly Twitter), appealing to all citizens to take part in this "citizen-led" governance initiative.

2. Phase 1: Houselisting and Housing Census (HLO)

The current phase, running from April to September 2026, focuses on House Listing and Housing Operations.

  • Data Collection: Enumerators are visiting homes to collect data on 33 parameters, including housing conditions, basic amenities (water, electricity, sanitation), and household assets.

  • The Digital Shift: For the first time, 3.1 million enumerators are using a special mobile app on their smartphones instead of traditional paper forms. This allows for real-time data synchronization and geo-tagging of every building.

3. Key Feature: Self-Enumeration

A major innovation in this census is the Self-Enumeration (SE) option.

  • Process: Citizens can log into the portal (se.census.gov.in) using their mobile number and fill in their household details at their convenience during a 15-day window before the door-to-door survey begins in their area.

  • Benefits: This reduces the time needed for physical visits. Once submitted, users receive a unique SE ID, which they simply share with the enumerator when they visit for verification.

  • Confidentiality: Under the Census Act, 1948, all personal data is strictly confidential and cannot be used as evidence in court or shared with other agencies.

4. Schedule for Karnataka

For residents in Karnataka, the 15-day self-enumeration window is currently open from April 1 to April 15, 2026. The door-to-door physical verification by enumerators in the state is scheduled to take place from April 16 to May 15, 2026.
